Provincial Local Economic Development Support Programme
The Role of the Provincial Government The Thina Sinako Provincial LED Support Programme is accountable to both the Eastern Cape Provincial Government and the European Commission. Although the Eastern Cape Provincial Treasury is the Contracting Authority, this does not mean that the Provincial Treasury has taken over responsibility for LED in the Province. Rather, it means that the Provincial Treasury has to account for the expenditure of the European Union's resources and the co-finance (in cash or kind) provided by government institutions in the Province.

The Eastern Cape Department of Economic Development and Environmental Affairs (DEDEA) and its largest public entity, the Eastern Cape Development Corporation (ECDC), are directly involved in supporting the strengthening of local economic partnerships and enterprises, and in facilitating access to finance. The participation of DEDEA and ECDC in the Thina Sinako Provincial LED Support Programme focuses their current activities in support of a more integrated view of LED, allows for system improvement and participation in innovation, and allows for useful leveraging of economic development resources. The MEC for Economic Development & Environmental Affairs provides political leadership to the Programme.

The Eastern Cape Department of Local Government and Traditional Affairs (DLGTA) is directly involved in strengthening municipalities in their LED support and facilitation roles. The participation of the DLGTA in the Thina Sinako Provincial LED Support Programme allows it to focus on institutional development support, allowing more direct support to partnerships and enterprises to be taken up by the DEDEA, ECDC and agencies such as the Small Enterprise Development Agency. Strengthening of municipalities allow them to carry out their developmental mandates, as described in policy and legislation.

The Office of the Premier, supported by the Eastern Cape Socio-Economic Consultative Council , is responsible for provincial planning. In particular, it is the custodian of the Provincial Growth and Development Plan 2004-2014 (PGDP), which guides all Provincial Government work. The participation of the Office of the Premier in the Thina Sinako Provincial LED Support Programme allows it to provide strategic guidance to the Programme and to ensure that learning within the Programme is fed into other PGDP interventions.
