The Role of the European Commission The European Commission has provided € 30 million over a five-year period, to be matched by € 11 million in co-financing (in cash or kind) over five years by South African government institutions (in particular those in the Province). This makes for Programme funding in excess of R 250 million over the five-year period.

Although significant, this funding is small when compared with the total Provincial resources over the same period. By focusing the resources of the Thina Sinako Provincial LED Support Programme on innovation, transformation of support systems (including business finance), and on integration of the activities of support agencies, this Programme can contribute to the more effective leveraging of government resources in the Province in support of economic development in all parts of the Eastern Cape Province.

The Delegation of the European Commission to South Africa (DECSA) is responsible for the monitoring of the performance of the Thina Sinako Provincial LED Support Programme in terms of the signed agreement between the South African Government and the European Commission, and for the disbursement of money in terms of that agreement. DECSA has to ensure that European Commission procedures are followed, and that the Programme funds are spent correctly.
