A dedicated Programme Coordination Unit (PCU) is responsible for technical support to the Thina Sinako Provincial LED Support Programme. Until the end of 2009, the PCU consisted of central office and regional office staff. The central office staff were located in Bhisho and East London, with the regional offfice staff located in 6 regional offices. At the end of 2009, as per schedule, all of the Thina Sinako Regional Offices were closed and some central office staff members departed.Currently, the PCU staff include the PCU Team Leader, the Monitoring & Evaluation Advisor, two Implementation Support Advisors, the Project Secretary, and the members of the Finance & Contracts Unit (FCU). The latter consists of the FCU Team Leader, Grant Funds Manager, Procurement Specialist and Financial & Logistics Support Officer.
The Programme Coordination Unit supports the overall implementation of the Programme, including programme management and reporting, financial and procurement management, grant fund management, instutional development support (including policy, systems and capacity development), learning and networking. It works with provincial and municipal officials who form part of the emergent integrated provincial LED support system. This system includes District Support Teams (DSTs) that have been established for each of the six district municipal areas (the Cacadu District and the Nelson Mandela Bay Municipality are served by one DST). The DSTs are convened by the District Municipalities, and include members of the district offices of key Provincial Government departments and institutions. Amongst other things, the DSTs are responsible for first-line project implementation support to projects financed through the Thina Sinako Programme. The DSTs are given backup support by members of the Thina Sinako PCU. This support was provided mainly by three Implementation Support Advisors in 2010, which were reduced to two at the end of 2010, as scheduled.
