The Local Government Support Fund (LGSF) has supported municipalities and support organisations to create an enabling environment for enterprise establishment and growth. The creation of such an enabling environment could be achieved by a number of means, including the following:
- Strengthening strategy and programming for LED, and aligning such with the PGDP, as well as national policy and programmes on municipal support for LED.
- Improving systems for economic governance and strategic management, LED-related legislation and regulations, participatory LED planning and IDP processes, intergovernmental coordination for LED efficiencies, as well as communication and information management.
- Improving the human resource capability to understand and manage LED support within municipalities, including a capacity to make effective use of municipal development resources such as the Municipal Infrastructure Grant and Project Consolidate.
